Looking for an online English teacher

I’m getting kinda sick of analyzing horse races of Tokyo City Keiba lately
because I haven’t won any races satisfactorily.
Well, I don’t actually bet the real money though.
But, I’m totally disappointed with the fact
that I don’t have any talent to pick winners at all.
So, I’ve started thinking of finding a proper fulltime job,
quitting the current shitty duty - “a 24h/365d security guard
of my scruffy tiny apartment” known as 自宅警備員 (JITAKU-KEIBIIN).
Or you may simply call it “NEET” - short form of
"Not currently engaged in Employment, Education or Training" haha!

For a starter, I wanna brush up my English skills
as I’ve already applied for a post of interpreter for a certain institution.
So, I’ve got to find a decent English teacher for it.
But a problem is, I have no idea how much I should pay to my teacher.
All I know is how to send money to a foreign country
but I don’t know what the average hourly wage is in his/her country.
I’m happy to pay the tuition in advance
as long as he/she keeps our contract.
My maximum budget at this stage is 10,000 JPY per month.
And I’d like to take a lesson 20 days a month
and hope each lesson goes for about 30 minutes at least.
Ideally it could be a little longer when the conversation gets heated.
Also I strongly hope the one who - would give me English lessons -
loves anime especially ones that are presently broadcasted in Japan.
Let me add one more thing.
I really don’t care he/her nationality, gender nor race either.
All I hope is we both can hold a good beneficial conversation together.

[Rarejob] Simply too many inactive teachers

Up until today, I've had an English lesson almost everyday 
on an online English service "Rarejob" over the past few months.
However, I've decided to adjourn it for a while
because there're many inactive tutors who do not conduct any lessons.
Well, I don't know if they have reasons not to open their lesson slots,
but no matter what kind of reasons they have, they should be withdrawn
from the tutors list, until they can resume conducting their lessons.
I strongly hope that Rarejob will make some actions for it.
Although I'm not quite sure how long I'll adjourn Rarejob at this stage,
until certain improvements are made and seen, I'll stay away from it.

In the official website, Rarejob proudly advertises
"Only 7% of applicants pass the exam to become tutors of Rarejob".
My question is "Why don't most of them conduct their lessons then?"
They've been so strictly and carefully chosen by Rarejob, right? 
Did they lose their motivation and passion when they passed the exam?
Or are they scared of opening their lesson slots and teaching English?
Or don't they even know how to do it from the first place?
It's ridiculous if they are just registered as tutors but not teaching.

I think there are a few major reasons for that.
Firstly, the tuition (wage) may be too low for them to be motivated.
Secondly, most of them may look for a more decent (long-term) job.
Thirdly, most of them may lose interest in talking with Japanese students, 
because we - including myself - can hardly hold interesting conversation.
That's why we need such an online English service as Rarejob, haha!

I'm just disappointed by the fact that there are many inactive tutors,
who are listed as registered tutors, but don't open any lesson slots at all.
Especially yesterday, I was in a very shitty mood from the morning.
Even in the office, I was irritated by my colleagues, and finally got pissed off
when I saw none of my favorite tutors opened a lesson slot, not even one...
I may be lil' short‐tempered, but hope more tutors offer lessons to us.

Yokohama Ookagawa Cherry Blossom Festival

Yesterday - the 5th of April, I went to Hinodecho of Yokohama, Kanagawa,
and walked along Ookagawa River while taking photos of cherry blossoms.

When I arrived there, the festival was just about to be celebrated.

[Anime 2014 spring] My recording schedules (Week 2)

I've continuously made my recording schedules for Week 2 this time.
In Week 2, I'll start recording 27 titles of new anime.
So, I'll follow nearly 60 titles of anime per week in this spring season.
New anime: 45 titles/week
Continuous anime: 4 titles/week
Old anime (re-broadcast): about 10 titles/week

Well, the number of the titles of anime I'll follow is simply too many,
so I'll stop watching the ones I can't enjoy within the first 3 episodes.

Note: broadcasting time may be delayed, rescheduled or cancelled.
Please confirm the broadcasting time in the official websites yourselves.
